MANILA, Philippines — The southwest monsoon, locally known as habagat, is forecast to bring scattered rain across the country on Thursday, the state weather bureau said. Also due to the habagat, the Western Visayas and the rest of Luzon are expected to experience partly cloudy to cloudy skies with isolated showers or thunderstorms.
