*MANILA*, Philippines — The trough of a low-pressure area (LPA) will bring cloudy skies with scattered rains and thunderstorms over Palawan on Wednesday, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).
Pagasa weather specialist Obet Badrino said the LPA remains outside the Philippine area of responsibility and has a medium chance of developing into a tropical cyclone as it moves towards Vietnam.
