By MANILA, Philippines — Malacañang on Wednesday maintained that the Independent Commission for Infrastructure (ICI) can still recommend the filing of cases even with only one commissioner.
This came after ICI Special Adviser Rodolfo Azurin Jr. said that the superbody cannot make any flood-control case referrals to the Office of the Ombudsman for now due to the lack of commissioners.
