By MANILA, Philippines — Rains are still expected over Luzon, including Metro Manila, on Wednesday due to the continued effects of the southwest monsoon, locally known as the habagat, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).
