MANILA, Philippines – The driver of a UV Express van involved in a car crash along Commonwealth Avenue in Quezon City on October 17, which left one dead and three injured, tested positive for shabu (methamphetamine hydrochloride), the Quezon City Police District (QCPD) confirmed.
In the QCPD’s statement, the suspect’s vehicle crashed into a group of motorcycle riders in front of the Commission on Human Rights building “and continued to accelerate forward before making a u-turn at Tandang Sora Avenue,” hitting more vehicles and individuals.
