In its 4 a.m. public weather forecast for Oct. 21, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said the effect of the easterlies – or cloudy skies with scattered rains and thunderstorms – will be felt over the Eastern Visayas, Caraga, Davao Region, and Batanes.
Bicol Region, the rest of Cagayan Valley, Aurora, and Quezon will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms, also because of the easterlies.
