By MANILA, Philippines — A low-pressure area (LPA) developed off Central Luzon within the Philippine area of responsibility (PAR) early Monday morning, according to state meteorologists.
As of 3:00 a.m., the LPA was last located 1,230 kilometers east of Central Luzon, according to Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) weather specialist Daniel James Villamil.
