By MANILA, Philippines — Justice Secretary Jesus Crispin Remulla said this Wednesday is a “good morning” after former Department of Public Works and Highways (DPWH) engineers involved in the massive flood control scam submitted their affidavits and turned over pieces of evidence.
“It is a good morning that greeted us,” Remulla said after meeting with former DPWH Bulacan assistant district engineers Brice Hernandez and Jaypee Mendoza, Both witnesses submitted their affidavits while Hernandez surrendered a CPU (central processing unit) of his computer.
