By BAGUIO CITY, Philippines — The Philippines needs a national whistleblower protection law, relaxed bank secrecy rules, and a comprehensive freedom of information law to effectively investigate and prosecute corruption cases, a United Nations Office on Drugs and Crime (UNODC) official said Tuesday.
Kirbee Tibayan, UNODC country representative, acknowledged recent reforms, including the passage of the new Government Procurement Act, which includes safeguards against corruption in public procurement—an issue exposed in the country’s flood control scandal.
