Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said in its 5 a.m. weather advisory that the southwest monsoon, or habagat, may affect only Extreme Northern Luzon, bringing gloomy skies and occasional rains over Batanes and Babuyan Islands.
