MANILA, Philippines — Mamamayang Liberal (ML) Representative Leila de Lima and Caloocan 2nd District Representative Edgar Erice on Thursday asked the Supreme Court to declare the P150 billion unprogrammed appropriations (UA) in the newly signed 2026 national budget unconstitutional.
The petition challenges the P150.9 billion in standby funds under Republic Act 1234, or the 2026 General Appropriations Act (GAA), arguing that these funds lacked definite revenue sources at the time of enactment.
