MANILA, Philippines — Moderate to heavy rains will drench parts of Southern Luzon and Visayas due to a prevailing shear line, while the northeast monsoon, locally known as amihan, will bring cloudy skies and light rains over Luzon on Tuesday, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Tuesday.
