*MANILA*, Philippines — Cloudy skies and rains will affect parts of the country on Tuesday due to the northeast monsoon, or amihan, and the easterlies, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).
State weather specialist Chenel Dominguez said in a morning weathercast that the northeast monsoon would bring cloudy skies with light rains over Cagayan Valley, Cordillera Administrative Region, Aurora, and Quezon.
